For years, the name Order represented the highest level of power within the Japanese Association of Assassins.
As the old JAA structure reached its end, only six assassins remained as the final people to carry that title: Oki, Shishiba, Osaragi, Kamihate, Torres and Tanabata.
They were not a new team created after the JAA collapsed. They were the last Order members—the final assassins recognized under the name of the organization’s most feared elite unit.
One led through absolute confidence. Another fought with two ordinary-looking hammers. A quiet young woman carried a giant buzzsaw. A sniper controlled battlefields from kilometers away. A gambling addict fought like a walking fortress, while a young musician turned sound itself into a weapon.
This guide examines the six assassins who were the last to hold the Order title, focusing on the weapons, feats and combat qualities that made each one worthy of that name.

Who Were the Last Assassins to Hold the Order Title?
The Order was originally created by Satoru Yotsumura and Kindaka as a special combat unit operating under the Japanese Association of Assassins. Its purpose was to preserve stability in the underworld and eliminate threats considered too dangerous for ordinary professionals.
The unit had a nominal limit of ten seats, but those seats were rarely full. Membership was never based on convenience. An assassin entered the Order only after proving that their strength, judgment and efficiency placed them among the most dangerous killers in Japan.
As the old JAA structure came apart, former members had died, disappeared, defected or been removed. Oki, Shishiba, Osaragi, Kamihate, Torres and Tanabata were the final six assassins still recognized under the Order title.
That distinction matters. They were not introduced as a replacement organization founded after the collapse. They were the last bearers of a title created by the old JAA: close-range specialists, weapon masters, snipers, walking fortresses and killers capable of transforming music itself into a lethal attack.
An Order seat was never simply a title. It meant that one assassin had become dangerous enough to influence the balance of the entire underworld.
1. Oki: The Leader Among the Last Order Members

Oki enters the story with limited screen time, yet his position immediately tells readers how dangerous he must be.
Leading an ordinary team would already demand authority. Standing at the head of the last Order members means controlling assassins who are powerful, independent and often difficult to manage. Oki cannot rely on title alone. To keep that position, he must possess the strength to confront the people beneath him directly.
His boldest claim concerns Shishiba. Oki states that he can kill one of the Order’s finest combatants in less than a minute. When the idea of hiring him is raised, he coolly insists that the request should be processed through the JAA first—and that the client may then choose how Shishiba is to be killed.
The remark is more than arrogance. Oki speaks with the calm certainty of someone who believes the outcome is already decided.
At this stage, the full extent of his abilities has not yet been displayed. That restraint only increases the tension surrounding him. A leader who can stand above Shishiba, Osaragi and Kamihate must be capable of surviving the very killers he commands.
Why Oki is frightening: His greatest weapon in these early appearances is absolute confidence. He does not describe Shishiba as a difficult opponent. He describes him as a job with a time limit.
2. Shishiba: The Hammer-Wielding All-Rounder
Weapon: A pair of hammers
Combat strengths: Precision, defense, timing, adaptability and tactical awareness
Major feat: Defeating his former mentor, Satoru Yotsumura
Shishiba is one of the strongest and most complete assassins among the last people to hold the Order title.
His weapon choice appears almost too simple: two hammers. That simplicity is precisely what makes them effective. They do not depend on ammunition, delicate edges or elaborate mechanisms. In Shishiba’s hands, they can crush, pierce, redirect attacks and protect him at close range.
His control is refined enough to end a fight with one accurate blow. He can also use the hammers defensively, intercepting machine-gun fire even while driving. The feat captures his defining quality: Shishiba does not separate offense, defense and movement. He treats them as parts of the same action.
His victory over Yotsumura remains one of the clearest demonstrations of his level. Yotsumura was not only Shishiba’s former mentor but also one of the founders of the Order. Defeating an assassin with that experience required Shishiba to pay a real price, including the loss of two fingers, but he still emerged victorious.
Shishiba also has enough knowledge and composure to guide Osaragi. He is not simply stronger than many opponents; he understands combat well enough to develop another elite assassin.
That intelligence becomes especially clear during the fight involving Kumanomi and Carolina Reaper. When Carolina Reaper’s heat disrupts the magnetism used by Kumanomi, Shishiba immediately recognizes the opening. He drives Kumanomi into the ground, then changes targets before Carolina Reaper can recover or reorganize.
There is no wasted motion. Shishiba observes, decides and attacks before the enemy realizes that the conditions of the fight have changed.
Why Shishiba is elite: He combines raw force with the calm of a veteran. An opponent only needs to make one small mistake for him to turn the entire battle around.
3. Osaragi: The Quiet Prodigy With a Giant Buzzsaw

Combat strengths: Physical power, speed, close-range destruction and unpredictable attack angles
Major feats: Defeating Dump, Geisha and Carolina Reaper
Osaragi is the clearest warning against judging an assassin by appearance.
Her detached expression, slender frame and quiet manner can make her appear harmless. Behind that calm exterior is a ruthless combatant with exceptional strength, speed and instinct.
She grew up on a farm without a conventional connection to the assassin world. Reaching the Order without the background shared by most professional killers marks her as a natural prodigy. She did not spend a lifetime moving through the established system. Her talent forced the system to recognize her.
Osaragi proves that talent through brutally efficient victories. She eliminates Dump, an A-ranked serial killer responsible for more than one hundred and eighty deaths, without being seriously challenged. She also defeats Geisha and kills Carolina Reaper, demonstrating that her power remains effective against very different fighting styles.
Her signature weapon is an enormous buzzsaw whose size sharply contrasts with her appearance. At close range, it becomes a tool of overwhelming destruction. At longer distances, the attached cable allows Osaragi to swing the weapon from unexpected directions, pull targets toward her or change the geometry of the fight.
The cable prevents opponents from feeling safe simply because they have created distance. The buzzsaw can leave Osaragi’s hands without leaving her control.
Her reflexes complete the style. She can close the gap and deliver a lethal attack before an opponent has time to understand the angle from which it is coming.
Why Osaragi is dangerous: Her fighting style combines the force of a demolition weapon with the flexibility of a chained blade. The result is difficult to predict and even harder to survive.
4. Kamihate: The Greatest Sniper in JAA History
Alias: The End
Weapon: Sniper rifle
Combat strengths: Extreme-range accuracy, environmental calculation, concealment and battlefield control
Kamihate is presented as the finest sniper in the history of the JAA.
His effective range reaches approximately eight kilometers, a distance beyond anything demonstrated by other assassins in the organization. At that range, a target may never hear the shot, see the shooter or realize that the battle has already begun.
The series also credits Kamihate with a Guinness World Record for long-distance sniping. He is described as the only Japanese assassin included by KILL TIME magazine among the one hundred most influential assassins in the world.
Those achievements are not built on eyesight alone.
To strike a moving target across several kilometers, Kamihate must read wind speed, air pressure, obstacles, distance and the movement of both target and environment. His shots behave less like isolated attacks and more like carefully calculated chains of cause and effect.
A single bullet can influence the surroundings, redirect movement and create a result far from the original point of impact.
Kamihate also protects his greatest advantage with disciplined positioning. He operates alone, maintains distance and changes hiding places frequently. That makes retaliation extremely difficult. Most targets cannot attack a sniper they cannot locate—and many will not know they are being watched until the bullet arrives.
Why Kamihate feels almost unbeatable: He begins the fight from a distance where most assassins cannot participate. Before they can search for him, he has already calculated the shot and moved to another position.
5. Torres: The Gambling Addict Built Like a Fortress
Weapon: Dual sandblasters
Combat strengths: Extreme durability, physical power and high-pressure cutting attacks
Major feat: Forcing Sakamoto to admit that a serious attack could have killed him
Torres becomes one of the strangest assassins among the final people to hold the Order title.
He is buried in gambling debt and owes the JAA an enormous amount of money, yet Oki still considers him worthy of one of the organization’s precious seats. That decision makes sense as soon as Torres begins fighting.
His body is extraordinarily durable. During his first encounter with Shishiba, he withstands a direct hammer attack without suffering meaningful damage. The impact breaks Shishiba’s weapon instead.
Considering Shishiba’s strength and precision, that moment immediately establishes Torres as something more than a tough old assassin. His body functions like armor.
His financial problems also shape his equipment. Unable to afford conventional firearms and ammunition, Torres carries two sandblasters. The concept sounds improvised, but the destructive pressure of the sand turns them into serious weapons.
The streams can cut through hard metal and are powerful enough to split a cable car during his confrontation with Sakamoto. They give Torres ranged cutting power without relying on bullets.
His fight with Sakamoto provides the clearest measure of his danger. Sakamoto recognizes that, had Torres fought with full killing intent, the result could have been fatal—even while Sakamoto was fighting in his slimmer form.
Torres therefore combines three qualities that are difficult to answer at once: a body that can endure tremendous punishment, enough physical force to overwhelm his surroundings and ranged attacks capable of cutting apart heavy structures.
Why Torres earned an Order seat: He can absorb attacks that would end most fights, then answer with industrial-level pressure powerful enough to tear through metal.
6. Tanabata: The Musician Who Turns Sound Into a Weapon
Weapon: Guitar and connected audio cable
Combat strengths: Sound-wave attacks, remote transmission, disorientation and internal vibration
Major feats: Disorienting Sakamoto and briefly overwhelming Osaragi
Tanabata is the youngest and most unconventional of the final six assassins to hold the Order title.
He combines music with assassination, using a guitar to generate powerful sound waves that travel through the environment and strike from unexpected locations.
His attacks do not require a clear line of sight. Tanabata can transmit sound through underground sewer systems, sending a vibration through the pipes until a distant manhole cover explodes upward.
That ability transforms the city itself into part of his instrument.
At closer range, Tanabata can connect his guitar cable directly to an opponent and send destructive vibration through the body. During his clash with Sakamoto, he transmits echoes into the legendary assassin’s head and disrupts his sense of direction.
Tanabata also produces sound intense enough to affect Osaragi, briefly causing her to lose consciousness. The moment is especially impressive because Osaragi is both physically powerful and highly experienced in direct combat.
His style is dangerous because conventional defense does not always apply. Blocking a blade or dodging a bullet is one thing. Defending the body from vibration traveling through a cable, pipe or surrounding structure is far more complicated.
Tanabata is still young and has revealed only part of his ability, but earning a place in the Order at his age strongly suggests that his music has much more destructive potential than the story has shown so far.
Why Tanabata stands out: He does not simply attack with sound. He chooses the route through which the sound travels, allowing floors, pipes, cables and the target’s own body to carry the damage.
